Smallest tank mates for a snowflake moray

my 18" snowflake eel chases my 8" porcupine puffer all over the tank when its hungry. Puffer never defends itself. My smallest fish are 5 damsels and 1 chromis all about 1" it never goes for them but I do suspect it of eating a 1" clown fish. You could put anemonies in the tank instead of corals as it can't knock them over I have 3 RBTA's in my tank.

Im gonna give mine away if I ever catch it, im not breaking my tank (180g) down again to get a fish out.
 
When puffer fish grow and mature they become more aggressive. Even if the snow flake eel doesn't attack the puffer, he may go and attack the eel and get bit or worse eaten. I don't suggest puffers in tanks with eels in them, they are just to inquisitive by nature.
 
My puffers to scared to go anywhere near the eel, as soon as the eel comes out the puffer moves as far away as it can. Never even seen the puffer eat a hermit crab.
 
I was thinking maybe a Toby puffer or sharpnose since their smaller and I've heard they are much calmer than arothon species. Would one of them be ok? Papuan Toby's and benetts sharpnose max out at around 5-7"

They do seem to be less aggressive, it may work because of the individual nature and temperament of the puffer. But I wouldn't suggest it.

But its your tank and I'm only offering an opinion.
 
Snowflake morays are primarily crustacean eaters although they will occasionally eat a fish. They should be safe with the other fish in which you are interested. You can keep eels with corals if you decide to do that later on although I would stick to soft corals and mushrooms. Mainly because large eels can be a little clumsy and can tax your filtration with the waste they produce.
