my oscar has drawn blood on a few occasions, always while handfeeding her. I can only imagine a devil bite. 
This may be a stupid question, but I do not know anything about RD's except what I've read here (Which paints a really cool picture if you like aggressive fish 
)
If you put one in with other fish that are a little bigger than him/her when they are juveniles (2" or so) won't they develop a sort of kinship???
Like I said, it may be a stupid question, but I had to ask.
FYI: I have a 1½" Green Terror, 2½" Salvimi, and A 2½" Black Belt along with 2 6" Plecos in a 60?????

Depends on the fish's personality but growing fish up together has worked. There's been times that I've tried that, sometimes they grew together, sometimes it was process of elimination....
Larger the tank, better chance of them living together in the long run. Your GT and Black Belt might have problems in the long run as they get larger in that 60. Just something to keep an eye out for.
The problem usually comes around as the fish is starting to mature at about 6 or so inches. They can be very persistent and kill other fish much more than that they are. At a young age they can be mixed in might tolerate other fish even pass maturity. Just be aware that having a Red Devil in a tank is like a mini ticking time bomb that can go off at any second without knowing. In a Community tank I've always kept ditors such as zebra Danios and blood parrots and other fast fish to help even out the aggression
