It might help to let them know about when your dad would be coming across the border with the gar in order to help speed up the process; just give them a heads ahead of time, and maybe he'll be spared the "Are you sure it's covered by that?" spiel that sometimes happens.

Any time I've brought fish over the border it's been 10 minutes max at customs. Should just be a matter of declaring it, them confirming you can bring it over, then paying of any taxes that might be owed.

Oh, cool. It took me way longer than that to bring in a tiny bit of stuff when I was returning from Spain a few years ago which is why I mentioned that.
 
Florida gars and tropical gars look totally different, and I also have one that is pushing 28"

my experience, although the focus was different than both of yours (since the purpose was to bring in research specimens from CA) was more similar to Ryan's in terms of time consumption. it usually went relatively quickly, but it was still normally between 30-45min, sometimes a bit more, sometimes a bit less. i would go in prepared for an hour hold-up if necessary; at which point the fishes may be inspected and you may have to wait in customs while they check your vehicle. gars are normally fine for this period of time, just make sure that the packing is secure in case they open up boxes, etc (you don't want bags to burst).
