Underfilled sump - help needed

My tank to sump return line has a valve on it for balancing the flow. Sometimes I have to adjust the valve. Not sure if krill is getting stuck in it (return line). Sometimes I open up the valve to clear any debris out. Sometimes if there is a lot of evaporation I need to add water if the sump is too low. There is no way anything will overflow. Only thing that would cause an overflow is if the return line is clogged. Even if that happened I have an overflow return line.
On my other tank I only have a return line. It has a float on top of the return pipe riser that automatically adjusts the return flow. In this case if the return line is clogged I would get an overflow of the sump water. So On this tank I regularly (every few months) clean out the return line.
