Notice that on the surface of the quartz sleeve the dosage is 50.54mJ/cm^2 and as you move to the wall of the unit it drops to 22.86mJ/cm^2. Good chambers will keep the water close as possible to the lamp and a full length sleeve from end to end is key! Doesn't allow any pathogens to hide while in the chamber without seeing the light.
No, the ballast is outside the tank so it only hurts your wallet. I did get a free replacement the first time it happened.
You could get the NEMA ballast from the start that's not potted. The ballast can be replaced much more easily. It should last much longer since the cooling is much better.
