what to do to build arrowana tank?

Introduce a 2-3" arowana to that 4ft tank by all means OP. It'll be fine for a couple of months. And then what? You need to think this one through and do more research before you get a fish that, although small and cute at first, will overwhelm you with it's growth and subsequent requirements.

no they reach 3 feet, you want it to be roughly 4 times the length of the fish and two times the length of the fish for the tanks width, a 10' long is (IMO) the minimum for length, you could get away with 4' for its width but I'd say 6' is best for it

yeah you can keep it in that (looks like it's a 55 or 120 wide) once it's cycled until it hits about 8 inches (assuming it's a 55) and up to about 16 inches in a 120 wide before it needs to go into a larger tank

Don’t get a fish if you don’t already have a tank in your possession that is big enough for the fish when it’s a fully grown adult.
or if you don't plan on getting one/can't get one, what do you want as far as fish could go? a predator? a community tank? we would be more than happy to help you find other fish, you could get a green terror, an oscar, a red devil, a bichir, a salvini cichlid, a texas cichlid, a pike cichlid, a school of exodon or tiger barbs or a chocolate cichlid for predators

I'm want a predator tank .. at my condo There's a pond with monster size fish . I used to release my fish when they outgrown the tank . so there should be no problem when the arro grown into adult . or maybe in the future I'll get a 8 ft tank for my balcony

You shouldn’t release fish when they grow too big and you shouldn’t get fish that grow too big in the first place bud.
Also how is a 8 foot tank on a balcony going to work?
