white dots on angel fish tail, help please

I have a Koi Angel fish that has had tiny little white dots that come and go. First thing I tried was treating for Ick. I have used Quick cure, Malafix , Pimafix, Salt and have also raised the water temperature and nothing has helped. I asked questions at my local pet store and they suggested it might just be a genetic thing on this fish, until I told them that it comes and goes....I tried to figure out what else could be wrong by reading up on diseases and treated the angel with Metronidazole. He was in my 55 gallon tank I moved him to my 30 gallon, none of the other fish in the tank have gotten sick. These white spots started in September if I recall it right. Help please, TIA. By the way this is my first post on this forum :newbie:
 
It actually started after one of the water changes. It took me to long to fill the tank back up and I stressed him out I think. Got to busy changing out canister filters and did not pay attention to time :-( . That's why I thought it's ick. I will try more frequent water changes and see if it gets batter, thanks.

actually, for oscars it's quiet common, but when it starts to get bigger, then u'll have to take actions on it.
 
my angel had it since September and I have tried al sorts of different approaches...nothing seems to help. That is why I decided to post it here, figured all the heads on here are better than one, lol
 
yeah, i was concerned at the first time, but after googling about it, i was not the only having this issue and their fish were fine. it comes and goes on my oscar, but they said tht it's the water quality tht causes it. so tht's why i do regular water changes. nver be too comfortable about it. :)
