Check your local city/county regulations. I wanted to do this when I lived in the city but was prohibited by the local ordinance regulating fence types.

I do like the idea of using tar as a deterrent but would be concerned with wildlife contact such as birds, bees, butterflies and the ever popular squirrel. Plus the smell in the hotter months when the wind blows!

How about adding some liquid tar on top of your fence?
Their mother well yell at them for ruining their shirts and pants, and you'll never see them again anywhere near your fence...

It's a trick my grandfather taught me-it's been working for generations
Nice, now will this stuff dry out after a period of time?

Check with your local laws on setting traps. When I bought my house in SD the 10 ft concrete wall around the yard had broken glass around the top of the wall. I was ticketed and had to show proof that the wall was altered to not pose a threat by injury to anyone near the wall. In essence, it's illegal to set a hidden trap in southern CA. Barbed wire may be legal if it's not hidden by landscaping and readily seen by anyone approaching.
