I don't really think any central should be kept in tanks under 4foot.Looks like I may be in the minority though.
I agree with you with the vast majority of fish.

But a Convict needs a 55? Ehhhhh... I mean, they usually max out at 5-6" and thats a hefty male. And old.

I think that if it doesnt have at least 1.33x body length in width (so 1 and a third of body length) and 3.5x minimum in lenth (3 and a half) then it shouldnt be kept in the tank. I also try to take the inches of the fish and multiply by 4 to get the minimum gallons. For cichlids, at least. Just because i want at least that much waste distribution.

So by that, a 7" fish could be kept in a 29. I wouldnt feel really great about it, but it would have decent space, and it would be able to live a decent life provided that the owner does the proper things.

I don't go by formula, I go by what I have observed over the years.I believe that cichlids are quite complex animals by fish standards and the rules change from cichlid to characins to catfish to whatever the species may be.
I am no law in fish keeping and advice given on forums can be used selectively. however I would not house any central in less than a four foot tank.I believe this to be the minimum size to see them at their full potential.

True.

And mostly i dont go by formula either. But i use to it establish a minimum for fish, until you get to really huge ines and then its different.

But i think a Con could live in a 10 if you wanted, they are tough enough. I wouldnt do that though. A 29 seems fine for a pair of them, to me at least.
