12 Volt, what's your plan for him? He going in with the lemons when big enough? I find my flag isn't a pushy eater; they tend to be quite slow and deliberate. They are smooth operators! (they can eat a good bit of algae too).
depends on how well he does. Flagtails are one fish that I have not had success in growing huge. the biggest one I have ever grown up only reached about 7". still okay for the 65g.
if in time he does outgrow that tank, then yes, he could live in the 150g.

They say the max size for one is 12"s but I have seen one in a fish store that was bigger than that, I think I heard they can reach 16" if properly taken care of in a large aquarium.
