Just being a pest. I'm with zennz on this one, blistering is delamination caused by inadequate bonding between the layers, and subsequent flexing of the structure (from wave jumping or whatever). "saturating" means that there are no air bubbles and no glass fibers that haven't been touched by the polyester. Bagging it makes sure it's saturated, and that you suck out the excess resin so you don't wind up with a heavy structure. Using too much resin is not conducive to a light, flexible structure, but light and flexible aren't really what he cares about here.
