OK next step to making this tank shine and less disturbing I had a very deep sand bed in the tank I am right now in the process of taking a majority of the sand out how much should I leave before rebuilding my rock formations tired of the Phosphate being over 1.3

I already told you, but I will post for everyone else to see.

I would remove enough so that your sand bed is less than an inch deep to limit the buildup of trapped waste. It leaves more water volume with the sand out as well.
 
+1 to the above...the only reason to have more is if you plan on having jawfish etc...I plan on keeping a pair of yasha white ray gobies though, and my sand bed is only an inch in some places.

I usually don't recommend mixing groupers cause they can be fiesty(or sometimes downright mean), but you may be able to get away with it in a big tank like yours. I have seen Panther Groupers get along better with other groupers. Still there is a risk if you choose to do so, so have a backup plan.
 
OK so I took water paramaters today on my 180g tank the Ammonia levels 0ppm the Nitrite 0ppm and the Nitrate between 20 and 40 ppm I am confused I did a 40g water change on Saturday and am wondering what the problem could be?
 
what was nitrate before the water change?
is the refugium up and running also? if so what algea is in it and how long have u been running it?
 
a phosphate reactor would be a good idea also. i saw your phosphates at 1.3.
the refugium will lower phosphates and nitrates given u have the right algea(cheato i think is best) and the proper amount to aborb nutients.

i run about 1/2lbs for cheato in my fuge and my tank is only 30gallons. i would think u would want at least that amount depending how big your fuge is.

or u could dose vodka.
