Bowfin are pond cultured, as far as I know, in asia. They however seem to be limited in number. I'm not sure of a specific source for them.
I do know a couple people here that do spawn them yearly and a few more setting up ponds to do so. Really it seems that all that is required is a few mature females and a Mature male or two. Seasonally cycle them and your set. It would be good to see more working with the aquaculture of these fish.

size wise around 12" seem about average, ive only had experiacne around 6 of the 8 bowfin in the uk thou...
