Sorry to hear….12 years is a long time. Another thing you can do is to put him in a floating basket so you don’t have to lower the water.

Dawn, if the hob filters are an issue with low water you can rig emergency filters. If you have filter foam take a block of it, cut out a hole and place a small rock inside to weigh it down. Then stuff an airstone in it. I've done that with temporary and qt tanks.

A lot of information here regarding Oscars and popeye. Symptoms sound similar to Big Boy but I was unaware it can cause swimming issues as well. The Vitamin C requirement I knew about but apparently they need Vitamin A too:
