Port Jackson's Shark is actually the largest species of Heterodontus (Genus of Horn/Bullhead Sharks) - they average about 4-4.5ft as mature adults, while the largest females have been recorded to be nearly 5.5 ft long.

As for Cali Horn Sharks - males tend to average about 32-36" in length.
 
They have pretty much told you already at this point in time, 350-500 to start for the first year or so, after that your looking at a oval pond 1000-1200, you will need a skimmer rated for this size tank, most likely a chiller to keep in the 65-75 temp range large water changes, so lots of salt, lots of fresh seafood... Your not going to get away with pellets or such think clams,shrimp,scallop,small fish,crab, squid octopus ect... When I had our blacktip reef it went through massive amounts of fresh seafood... Not cheap plan on spending 300-500 a month salt, food, electric,. A couple thousand for the chiller and skimmer,
