Trying to get my red belly piranha to breed, when i do a 30-40% wc my temp controller goes from 78 down to 70 and its winter here so the water is extremely cold out of the tap, so far no fry tho.

I do WC from tap all the time. In the winter months the tap water is 50degrees. I just do smaller water changes during those months. My temp would dip from 84 to 70. I say as long as your temp do not dip lower than 70 your fish will be ok.

x3 this is what I did all threw our WI winter... the cold water coming out was COLD. I just only did enough to let the temp drop down to 70-68 ... we then lugged 5 gallons with hot water from upstairs inside for larger water changes since it ='d about 20% or so.. so we where doing more frequent changes in general.
 
I had a tank dedicated to a breeding pair of gold saums and I noticed that whenever I did a cold water WC it would cause them to spawn.

I generally don't do cold water WC's but thought that was rather interesting.
 
I do but I do 3 30% changes a week to stop the temp from going to low. I'm in NJ.

It doesn't take much to set it up. You run a cold water spicket off your water heater's intake line and a hot water spicket off your water heater's output and find the closet place to the water heater to put them both out through a wall. It comes in super handy when you are filling the hot tub, the swimming pool, the ponds... or just hosing down the dogs or kids. Plus if you insulate them together the hot water line will keep the cold one from freezing.

like most others in az here still use outdoor tap for water changes. Though if the nozzle on the kitchen sink unscrews (mine doesn't but many do) then you can used the python off of that and regulate the temp. In our last home my 125 was near a bathroom and I used the tap off of that...beware bathroom sinks drain slowly.Flooded the floor the first time I tried it. lol

python adjusts so its no biggie just be aware.
