It looks like a taxidermy job gone horribly wrong.
Yeah I can imagine serial killers running around in it,probably what the kids were thinking.
It does resemble a mask you might see someone in the Purge wearing.
This brings us to what sort of mask you would wear in the purge,
Me I would wear an Anubis mask (no ones gonna want to mess with you if you wear something scary enough).
No mask for me to interfere with my sights and shot placement.I'd simply paint my face like one of these guys.

This is fun so what would your strategy be?
Me I'd get a ghillie suit and "dragon hide" vest and wait for whatever happens.
Oh nothing too fancy as I'd already have a list compiled of those who have wronged or pissed me off in the past year.Then I'd just proceed to walk about and Mozambique drill any of them that I come upon.....checking off names as I go.
Perfect, I think we could make a great movie with this material.
