Yeah will probably get one soon. But right know he doesn't even eat worms. I need advice. He has stopped eating
My advice is to get a testing kit.
And I think it's others' advice, too, if you read the above responses carefully.
The point is that your water quality could be causing all of these symptoms - the lack of growth, the skittishness, the lack of eating. So getting a water test kit should be your first priority (as in get one now, online) after another water change. I'd do a 75% change myself, being sure to match temperatures of the water you're changing and your tank.
A 30% water change may not have been enough. And cleaning some of your filter might help, too. What kind of filter do you have?
Again, the first step is to see what you're dealing with for ammonia, nitrite, nitrate and then we can be more specifically helpful.
