Assuming you meant 'aquire', I would disagree. Minows are everywhere.

Yes it should be submerged, but I don't think air pump filters provide enough water movement for prolonged success.

That could work in a pinch (that's the old in tank filter), but your better off (and easier) with a foam/sponge filter http://www.aquariumlife.net/projects/diy-filter/19.asp and it will give good circulation without betting up the fry.
