the two 1" holes weren't large enough for the water to drain, so it started to overflow, so I just temporarily put it atop some plastic chairs

(maybe) only because your exit tubes are too close to the top of that drawer? if you made it closer to the bottom, the water level won't reach the rim?... just my thoughts ;)

still an awesome DIY 3 level filtration device... never would have thought of using a "cabinet" for that :WHOA:

I would def recomend some cichlids and rays if you arent already considering it.
