Is their any way that I could keep a puffer w/ a gar and an arowana? Their will probably be a belly crawler pike in there also. What kind of puffer if possible?

A palembang aka humpback aka dragon aka Hong Kong puffer may work out. But, any puffer is a timebomb waiting to go off and kill the whole tank. With any puffer, try to keep the bottom clear. Any slow bottom tankmates are sure to get nipped or worse.

Prepare that tank with plenty of decor/plants/branches to break up their lines of sight & caves for each of them to make territories. These puffers are not very active, just so you know--they are lurkers.
