These are the steps i followed.
1) cut head off
2) dip in boiling water for a while to soften flesh and scales
3) use tweezers to pull/peel/tear muscle and tissue off
4) swish in the head in boiling water to remove hanging tissue and soften more
5) repeat step 3
6) do this until you are satisfied that you have skull only.
**If its a smaller fish you have to be careful, the skull is more fragile than when its alive**
