It's definitely American. Meat to vegetable matter added is 2:1. Rice just helps hold it all together.

Kind of like a meat filled pastry or an empanada.

They are deep fried and go by different names throughout the Caribbean.The filling also varies but I made mine with shredded chicken breasts and provolone cheese.
