Looks to be he's either re-treading it or possibly making the treads a bit deeper for even more traction...
I’ve seen some people in a RC group do that to extend their tires life...
Wow thanks for the clarification guys! What do you use to cut the tire Steve? A file?It improves traction as well as reduces rotating mass. The stock tires with the big flat chevron treads don't offer much traction on dirt once you start adding serious power to the truck. So back-cutting them helps to add edges on the tread to dig into the dirt. Also makes them a bit more flexible which helps traction. Then cutting the edges of the side lugs helps to make them lighter which helps acceleration.

Working on painting and making some of the interior detail pieces now before it's ready for powder coating the chassis. Radiator, Optima battery, cables, steering wheel, MSD ignition box, tachometer, shifter, all about done now.
