The only potential danger with re-freezing food, whether for fish or people, is that if you forget about the fact that it has been thawed before you may think you have a longer window in which to use it than you really do. If a frozen fish is good to use for, say 48 hours after thawing...and if it has been thawed for 24 hours at some earlier point...then when it is re-thawed you don't get to start from scratch; you now have only 24 hours left.
So, thaw that fillet out, slice it up, refreeze in convenient portions and then only thaw them right before feeding. They'll be fine. I do it all the time, with fillets and whole small fish, never a problem.
And good luck with the outdoor tanks. If I can get away with it here in Manitoba, which is Cree for "Freezeyourassoffland", it should work in Iceland as well.
