I don't know of any eel farms in NJ. There is one here in Maine, and she buys glass eels and raises them to market size.
As for sex, they typically are neither male nor female until they reach 7-10" or so. Environmental factors do place a role in sex determination. By the time they head to the Sargasso, they are definitely male or female.
