Has anybody figured out a shure fire way of siphoning off the bottom?
From the intake pipe, add a 90 and then a tee. One end of the tee should point up and the other should point down. Add a pipe to the bottom side to reach to the bottom of the tank.

I'll go take a pic, brb.

You also did something wrong. The water level can only drop to the level of the intake of the overflow. Simulate another power outage and see if the return from the pump is syphoning out water. If this is the case, drill a hole in it just below the water's surface.

As for not restarting, post a picture. Since you have all 66 pages, you should be able to figure out what you did wrong (you made some changes from the original just like everyone else).
I have simulated another power outage and yes the return pump is syphoning water out to below the overflow level. I have drilled a hole in the return just below the water level so this has been fixed.

I have not changed the design one bit. I am working on how to get a pic or illustration together.

Don't match the pump to the overflow, just make sure your overflow is capable of flowing more than the pump. If the overflow is capable of flowing more it can't overflow the tank, and it will not pull out more water than the pump can return.

What flow rate are you looking for? I filtered a 265 off of a 1" overflow for a long time.

Use just a piece of air line and crimp it over (fold it). Then secure it with a clamp or rubber band. Keep the free end under water in the fish tank.
