Ottos won't touch hair algae. Try amano shrimp. They should eat it and stay small enough for that tank.

, I definitely recommend it, its actually quite a lot of fun planning out the whole process and actually getting down and doing it...
Plus theres a few of them on here, so you can always steal some ideas on how to set yours up if you decide to set one up...

Oh and as for the waterfall, yes, it was built to serve as a way to hide the return from the canister filter...
