I became all too familiar with these regulations - I have a Common Snapper...
Just wanted to give everyone the update on VT regulations (I visit both VT and NH, so I keep an eye on them)
New list of restricted and unrestricted wildlife in VT can be found here:

Hope this helps anyone.
They've updated it to allow certain tropical amphibian species, as well as smaller tortoise species.
(certain large snakes and most larger tortoises are still restricted though)
