It's not about the camera, it's all about the amount of light. Yes, you can adjust shutter speed or aperture on a DSLR. However, Both parameters are dependent under fixed amount of light, which means one goes up the other goes down to acquire a well saturated exposure. Under tank light (ie, low light), you can probably get 1/60s (or even slower) of shutter speed with aperture at 4 or 5 and ISO1600. This shutter speed is close to enough for still fish, but is not enough for a cruising fish. Also, the wide open aperture has a side effect of very short depth of focus, the situation is even worse for close up shot. The point is add more light is the solution.
