Will this take down a skunk or racoon?

uh-huh. watch the mythbusters episode where they test skunk odor removal. two wild caught skunks in steel wire traps and they couldn't get them to spray for anything.
skunks don't enjoy spraying much more than the animal they're spraying. granted, you can get some that are ornery, but I've been within 10 feet of multiple wild skunks without ever getting sprayed. in every case I wasn't agressive and so they weren't defensive.
if your trap and release didn't work, it's because they were released too close to their home range.
or maybe you just have a large enough population that they were different skunks.
 
if you are worried about hunting out of season laws you can contact your local DNR and get a nascence license and kill all of the skunks you want on your property.
i would also use a .22 to kill a skunk rather than an air rifle

I've already looked that up. I posted the answer in the op .there is no season for skunk hunting. I have my hunting license and am shooting more then 500 feet away from my neighbors.

I think I've seen it before. The one by my house spray no matter what. Last night before I started two was by the dumpster so to creeper up and throw the bag in and one skunk spread the other.
I was laughing. Its possible there is a large population cause there is mutilple dens .
