I have 2 turtles and 9 fish ; 6 tiger barbs 1 barb clown loach with 2 plecos
Should I get an fx5 o.o overkill? i think not turtles are dirty mine are RES.
and also I can put in a under water filter that does 50 gallons of water tanks.. and maybe a H.o.b that does 60 gallons
but hten again I can always buy a rubbermaid and make a ghetto sump

You should have at least 3, and ideally at least 5-6. They have complex social behavior and are healthiest in groups. You will also see them be more active.
Be sure to have plenty of cover, and realize they get BIG.
A great smaller loach that will max out at 6" would be a yoyo or a polka dot loach, however, they should also be kept in groups.
As for your filtration questions, I know turtles are very messy. An fx5 is great, but if you already have a large canister (I have no experience with that brand), and it isn't enough (how are you water parameters? how often do you do a water change?) then a sump might be the answer. JK47 runs a sump and an fx5 on his big tank, as do some other MFKs.
